Work on a series of key projects starts in Quang Ninh

Groundbreaking ceremonies for four key projects were launched on October 24 in Quang Ninh Province, marking the reopening of one of the pillar economies in Vietnam after a long break due to COVID-19.

Quang Ninh (VNA) - Groundbreaking ceremonies for four key projects werelaunched on October 24 in Quang Ninh Province, marking the reopening of one ofthe pillar economies in Vietnam after a long break due to COVID-19.

These projectsincluded the Ha Long Green complex urban area in Quang Yen Town and Ha LongCity, Dong Trieu Golf Course, Quang Ninh LNG Power plant and Van Ninh generalport. The series of projects, worth a total of more than 283.3 trillion VND (12.5billion USD), demonstrated Quang Ninh’s effort in developing the economy amidthe impact of the pandemic in Vietnam and around the world. 

“The eventsare some of the many positive initiatives of Quang Ninh Province inachieving the dual goals, contributing to the economic growth target and incelebration of the 58th anniversary of the founding of Quang NinhProvince,” Nguyen Thi Hanh, Vice Chairwoman of the provincial People’sCommittee, said at the groundbreaking ceremony of the Dong Trieu GolfCourse. 

Of these fourkey projects, Ha Long Green Complex Urban Area is the largest, with anestimated investment capital of nearly 232.4 trillion VND. The project, whichis invested by a consortium of Vingroup JSC and Vinhomes JSC, will become QuangNinh’s and the country’s new centre of economy, cultureand tourism. 

Ha LongXanh, which is deployed on an area of more than 4,100 hectares, is alsoplanned to become a multi-functional urban area with luxury resorts and hotels,amusement parks and golf courses, contributing to promoting socio-economicdevelopment in Quang Ninh and significantly changing the socio-economic life ofpeople in the region.

The projectis expected to contribute around 7.25 trillion VND per year to the Statebudget, of which about 3.5 trillion VND per year from value-added tax andnearly 3.8 trillion VND per year from corporate income tax.

The DongTrieu Golf Course is in Dong Trieu town with investment from Silk PathHotel JSC. The golf course is built on an area of nearly 130 hectares, servingabout 800 guests per day. The golf course will have low-rise accommodationprojects, high-rise hotels, golf training courses, entertainment areas, and ahigh-class eco-resort space.

It isexpected to be put into operation in the third quarter of 2024.

Another twoprojects, which started the same day, were tehe Quang Ninh LNG power plant andVan Ninh general port (Phase 1).

The QuangNinh LNG power plant project is in Cam Thinh Ward, Cam Pha City, with totalinvestment capital of 47.48 trillion VND. This will be the first power plantusing imported LNG in the northern area with an expected capacity of 1,500MW. 

A jointventure by PV Power, Colavi JSC, Tokyo Gas and Marubeni is the investor of theproject. 

Once theproject is completed, it will add a large amount of electricity to the nationalgrid, ensuring energy security and reducing greenhouse gas emissions.

The Van Ninhgeneral port (Phase 1) is in Van Ninh commune with investment from Van NinhInternational Port JSC, with total investment capital of over 2.2 trillionVND. The project will contribute to the system of seaport infrastructure andservices, helping to protect national security.

According tothe Quang Ninh Provincial People's Committee, in the first nine months of 2021,the province's GRDP rose by 8.6 percent, higher than the same period last year,which was 8.5 percent, but 1.1 percentage points lower than the growth scenarioset at the beginning of the year (9.7 percent).

Given itsefforts in containing the spread of COVID-19, the province has a strategyto achieve the target. In which, the industrial and construction sectors areexpected to be the driving force leading the acceleration in the final periodof 2021./.

✃ Maximum fine of 3,000 USD proposed for violating invoice regulations

Under a draft to amend and supplement the Government's Decree 125/2020/ND-CP on administrative sanctions for violations of tax and invoice regulations, the Ministry of Finance has proposed classifying the failure to issue invoices into five different levels. Infraction levels will correspond to fines of 1 million VND to 80 million VND, depending on the nature and number of invoicing violations.
