Vietnam to build national enterprise database

The database will cover enterprises of all economic segments nationwide, comprising state-owned firms, non-state companies, and foreign-invested ones.

Hanoi (VNA)꧑ – Deputy Prime Minister Nguyen Chi Dung has signed off a plan to establish a national enterprise database with a view to serving governance and enhancing business support services.

The database will cover enterprises of all economic segments nationwide, comprising state-owned firms, non-state companies, and foreign-invested ones. It will gather data from six main sources, namely business registration, taxation, import – export, social insurance, credit, and labour and employment, aiming to monitor enterprise performance to serve governance, enhance business support services, ensure transparency, and gradually build a open and big data source to support enterprises and citizens' investment, production, and business activities. In the first stage, by the end of 2025, a basic database will be built from four sources – business registration, taxation, import – export, and social insurance. From this foundation, an enterprise health index will be launched to measure the overall vitality of enterprises and entrepreneurs.
A reporting system will be developed to provide financial and non-financial indicators, generate early warnings of violations, and support post-check procedures. The basic data will also be shared with the National Resident Database, the national general database, and sectoral ones. In 2026, the database will be expanded with credit and investment data included. Advanced tools using artificial intelligence (AI), machine learning, and big data analytics will be deployed to better evaluate enterprise performance. From 2027 to 2030, the enterprise database will be further integrated with information on labour, employment, intellectual property, innovation, technology, digital transformation, and sustainable development, among others on digital platforms.
The enterprise health index will be regularly upgraded, while real-time data enrichment will ensure timeliness and accuracy. Open data platforms will also be developed, enabling people and businesses to access information more easily, reducing costs, saving time, and promoting transparency. The plan identifies six key tasks and solutions to achieve the targets, including perfecting the legal framework for the enterprise database; developing and issuing an enterprise database architecture model; publishing and continuously upgrading the enterprise health index; building and upgrading IT infrastructure for the database; operating and exploiting the database system, and managing its application ecosystem; and investing in human resources, especially experts in data science, security, and analytics. The Ministry of Finance will play a central role in building, managing, and operating the system, ensuring secure and continuous real-time updates. It will also guide ministries and localities in connecting their data to the enterprise database.
Meanwhile, the Ministry of Public Security will be responsible for linking the enterprise database with the national general database, thereby contributing to the creation of a large-scale and integrated dataset on enterprises nationwide for the 2025–2030 period./.
