Vietnam, Russia discuss anti-bribery in int’l business transactions

Hanoi (VNA)– Officials from Vietnam and Russia gathered in a workshop in Hanoi on March 28to discuss combating bribery of foreign public officials in internationalbusiness transactions.

The workshop was heldby the Trade Representative of the Russia Federation in Vietnam and the RussianCentre for Science and Culture with officials from the Ministry of PublicSecurity and the General Department of Vietnam Customs and Russian enterprisesin attendance.

During the event, participantsexchanged views on matters concerning anti-corruption and anti-bribery offoreign public officials in international business affairs.

Head of the RussianTrade Representative Viacheslav Nikolaevich Kharinov said Russia has beenundertaking drastic measures to implement the 1997 Convention on CombatingBribery of Foreign Public Officials in International Business Transactions ofthe Organisation for Economic Cooperation and Development (OECD) which tookeffect in 1999.

Countries that havesigned the convention are committed to criminalising the act of bribing foreignpublic officials, he added, stressing the importance of coordination betweenstate authority and enterprises in tackling corruption.

Russia and Vietnam hasa long-standing relation, so that the two countries should shake hands inanti-corruption projects and strengthen economic ties based on trust andopenness, he proposed.

Delegates to the eventalso gave an overview of the Anti-Corruption Law of Vietnam and its practice incombating corruption in import activities.-VNA

Under a draft to amend and supplement the Government's Decree 125/2020/ND-CP on administrative sanctions for violations of tax and invoice regulations, the Ministry of Finance has proposed classifying the failure to issue invoices into five different levels. Infraction levels will correspond to fines of 1 million VND to 80 million VND, depending on the nature and number of invoicing violations.
