Vietnam approves 4th protocol amending ASEAN investment deal

The Vietnamese Government has issued a resolution approving the fourth Protocol to amend the ASEAN Comprehensive Investment Agreement (ACIA) signed on July 15, 2020.

Hanoi (VNA) – The Vietnamese Government has issued a resolutionapproving the fourth Protocol to amend the ASEAN Comprehensive InvestmentAgreement (ACIA) signed on July 15, 2020.

The Government assigned the Ministry of Planning andInvestment to chair and coordinate with relevant ministries and offices tocarry out the protocol. Meanwhile, the Ministry of Foreign Affairs is taskedwith conducting external procedures as regulated.

The ACIA was inked on February 26, 2009 and became effective onMarch 29, 2012 with the aim of promoting the building of a free, open and transparent investment area inASEAN to achieve the goal of establishing the ASEAN Economic Community in 2015.

It focuses on Investment Liberalisation, InvestmentProtection, Investment Facilitation and Investment Promotion.

Since 2012, ASEAN member states have signed four protocolsamending the agreements.

The fourth protocol aims at promoting regional integrationand attracting more foreign investors./.

Under a draft to amend and supplement the Government's Decree 125/2020/ND-CP on administrative sanctions for violations of tax and invoice regulations, the Ministry of Finance has proposed classifying the failure to issue invoices into five different levels. Infraction levels will correspond to fines of 1 million VND to 80 million VND, depending on the nature and number of invoicing violations.
