The Directorate of Fisheries is drafting a master plan on offshore fishing development until 2030, which says the funds needed for the sector by 2030 will be 1.87 billion USD. (Photo: thuyhaisan.net) Hanoi (VNA) -The total investment for the offshore fishing industry for the 2018-2030 periodis projected to reach 42.2 trillion VND (1.87 billion USD).
The Directorate ofFisheries under the Ministry of Agriculture and Rural Development released thisinformation at a meeting this week to discuss the master planning for offshorefishing development, nationwide, by 2020, with orientation to 2030.
Of the total capital, 19.5trillion VND or 46.2 percent will be used during the 2018-2020 period, and therest is reserved for the 2021-2030 period. The funds will be mobilised from theState budget, local budgets, all domestic economic sectors and foreignsupports.
According to thedirectorate, the objective of the master plan is to industrialise the offshorefishing industry by 2020 and modernise it by 2030, so that the sector’sproductivity, quality and efficiency will be improved without harming fisheryresources.
Specifically, by 2020, theoutput of offshore fishing will remain at some 1.62 million tonnes. Foroffshore fishing vessels, the number of net trawlers will be reduced, while thenumber of fishing boats will be increased. The number of service ships will besome 1,480, thus creating jobs for some 231,100 offshore workers.
By the year 2030, theexploited output and the number of offshore fishing vessels will remain thesame as in 2020. The number of trawlers will continue to be reduced, and thenumber of fishing boats will continue to be increased. The number of serviceships will be some 1,570, thus creating jobs for some 243,300 employees.
Nguyen Van Trung, directorof the directorate’s Department of Exploitation, said that the issuance of thismaster plan would be necessary to manage fishing ships and catch output. Untilnow, localities had failed to do so, he said.
According to DeputyMinister of Agriculture and Rural Development Vu Van Tam, the Directorate ofFisheries should clarify issues such as the scope of fishing at sea, jobshifting for local labourers, infrastructure for fishery services and sheltersfor boats to avoid storms.
He added that the solutionsshould be implemented toward stabilising or reducing catching output, andimproving quality to ensure the sustainable development of the sector.
Therefore, Tam asked theDirectorate of Fisheries to study and revise the planning carefully so thatthis plan is in line with the 2017 Law of Fisheries and Law on Planning, beforeit is submitted to the National Assembly at its next session.-VNA
