Transport ministry proposes plan to upgrade Tan Son Nhat airport

The Ministry of Transport recently reported to the Government on its plans and mechanisms to launch a project on upgrading the Tan Son Nhat International Airport.

Hanoi (VNA) – The Ministry of Transport recentlyreported to the Government on its plans and mechanisms to launch a project onupgrading the Tan Son Nhat International Airport.

Accordingly, the ministry assigned the Airports Corporationof Vietnam (ACV) to build Terminal T3, a runway, and a water drainage systemoutside the flight area.

In terms of calling for public involvement in the project,the ministry will choose investors in the form of public-private partnershipfor 1.5-2 years so as to complete the project before 2022.

Under the recently-announced decision on adjusting theplanning of the airport, a total of 791ha is zoned off for upgrade. Once completed,it will meet the International Civil Aviation Organisation (ICAO) standards fora Level-4E airport and a military airport Level 1.

The total volume of passengers served and cargo handled peryear will hit 50 million and nearly 0.8-1 million tonnes, respectively.

The ministry suggested giving priority to building TerminalT3, as well as the runway, roads, and facilities on the land plot assigned bythe Ministry of Defence from 2018 to 2022 to reduce traffic congestion.

It also proposed the Government allocate a mid-term capitalof over 4.46 trillion VND for 2016-2020 to restore and upgrade runways at TanSon Nhat and Noi Bai international airports, security barriers and inspectionroads in several airports.

In case of being unable to sufficiently access the Statebudget, the ministry suggested considering the use of revenues from flightservices like the period before December 31, 2017 and the ACV investment fund.

For technical services in the north such as the supply ofmeals, petroleum, cargo terminals, and logistics, the ministry will announce aportfolio to call for public investment.

Specifically, it will pitch for investment from 2018-2019, chooseinvestors for 2019-2020, and conduct site clearance for the next two years. –VNA
