Top legislator chairs national conference on National Assembly’s 80-year history

Over the past 80 years, from the Tan Trao Congress of People’s Representatives – the precursor of the NA of Vietnam, to the establishment of the first-tenure NA and through 15 terms, the legislature has always stood alongside the nation, making crucial decisions in line with the will and aspirations of the people, said NA Chairman Tran Thanh Man.

Hanoi (VNA) – National Assembly (NA) Chairman Tran Thanh Man, who is also Secretary of the NA Party Committee, on September 9 chaired a national scientific conference looking into 80 years of the NA's formation and development.

The event, held by the NA Party Committee, the Party Central Committee's Commission for Information, Education and Mass Mobilisation, and the Ho Chi Minh National Academy of Politics, took place on the threshold of the 80th anniversary of the first general election (January 6, 1946–2026).

In his opening remarks, Chairman Man emphasised that over the past 80 years, from the Tan Trao Congress of People’s Representatives – the precursor of the NA of Vietnam – on August 16, 1945, to the establishment of the first-tenure NA and through 15 terms, the legislature has always stood alongside the nation, making crucial decisions in line with the will and aspirations of the people.

The NA has properly fulfilled its functions of constitution-making, legislation, supreme supervision, and making of decisions about key national issues. It has enacted five versions of the Constitution, 567 laws, 236 ordinances, and thousands of resolutions, thus providing a vital legal foundation for the country’s socio-economic and cultural development; for building the political system; for combating corruption, wastefulness, and other negative phenomena; and for strengthening national defence, security, and foreign relations. These efforts have also ensured the protection of human rights as well as the fundamental rights and obligations of citizens, he noted.

In addition, supervisory activities have been strengthened and reformed. For the first time, the NA Standing Committee organised an NA forum on supervisory activities, and is planning to hold a similar forum on lawmaking in the near future. Its foreign relations have also been expanded and deepened, contributing to advancing parliamentary diplomacy to a new level, helping the international community and global friends better understand the Vietnamese people, culture, and nation, while enhancing the country’s role and position on the international stage.

At the 8th and 9th regular sessions, as well as the 9th extraordinary session of the 15th NA, with a strong spirit of innovation in both legislative thinking and process, the parliament reviewed, commented on, and decided on a huge workload of historic significance, meeting the need for reforming and perfecting institutional frameworks and the political system to ensure greater coherence, streamlining, efficiency, effectiveness, and closeness to the people.

Notably, it deliberated and passed a resolution amending and supplementing several articles of the Constitution, with unanimous support from all deputies.

The top legislator underscored that the entire nation is determined to successfully achieve its development goals of becoming a developing country with modern industry and upper-middle income by 2030, and a developed, high-income nation by 2045.

The realities of the country are posing urgent issues that require settlement. The people are eagerly awaiting and placing great expectations on the decisions of the Party and the State. These demand that the NA continue to comprehensively innovate, changing its way of thinking and working while enhancing its legislative, supervisory, and decision-making capabilities to handle nationally important matters, he stressed.

The conference is an important occasion to review the 80-year journey of the Vietnamese legislature, highlighting its historical values and central role in the political system. Discussions will assess achievements and lessons learned while identifying reform requirements to improve effectiveness and efficiency in the new period.

💧 Presentations will focus on the Party’s comprehensive leadership over the NA, its performance of constitutional, legislative and supreme supervisory functions, and its decisions on major national issues. Proposals will also be made for building a democratic, law-governed, professional, and modern parliament closely connected with the people, according to the NA Office./.
