Quang Ninh helps disadvantaged communes escape poverty
The northern province of Quang Ninh on April 19 launched a campaign to support communes suffering extreme difficulties to rise up from poverty as part of its new-style rural area building programme.

At the launching ceremony, organisations and individuals in the locality registered to donate a total of nearly 30 billion VND (about 1.3 million USD) for the effort.
On the occasion, Deputy Chairman of the provincial People’s Committee Dang Huy Hau called on officials and public servants in the province to contribute one day’s salary to support the programme.
Quang Ninh is now home to 22 extremely disadvantaged communes and 11 hamlets.
In the past few years, the province focused on improving public infrastructure in the disadvantaged communes. So far, all roads to the centre of those communes have been asphalted, as well as 95 percent of households have had access to national grid and about 85 percent have been able to use clean water.
However, there is still a big socio-economic gap between extremely disadvantaged communes and other localities in the province.
The annual per capita income in those 22 communes reaches only 11.71 million VND (510 USD), about 7.4 times lower than that of the province’s average per capita income.
The number of poor and nearly-poor households is 9,802, accounting for 63.57 percent of the total population.
Quang Ninh aims to bring all the 22 extremely disadvantaged communes and 11 hamlets out of poverty by 2020.
The province will mobilise 1.65 trillion VND (nearly 72 million USD) to accomplish the goals under Government Programme 135, designed for the extremely disadvantaged communes from 2016 to 2020.

The Government’s Programme 135, which aims to improve living conditions for rural residents with a particular focus on ethnic minority communities, has proven effective in the Central Highlands province of Gia Lai.
The Prime Minister has agreed to add 2,275 disadvantaged villages in 48 provinces and cities nationwide to the investment list for Programme 135 in the 2016-2020 period.
The poverty rate among households in the Mekong Delta province of Soc Trang was reduced to 8.88 percent by the end of last year from 24.31 percent in 2010 thanks to the Government’s Programme 135.
Huong Phong Commune in the central province of Thua Thien- Hue has become the first mountainous commune in the province to accomplish targets set by the government’s Programme 135 in 2015.
During his stay in China’s Guangzhou city from 1924 to 1927 to prepare for the establishment of a Communist Party to lead Vietnam’s revolution, President Ho Chi Minh founded “Thanh nien” newspaper and released its first issue on June 21, 1925.

In recent decades, Vietnam’s mainstream media has become a reliable and persuasive channel for showcasing the nation’s development policies and achievements, especially in economic matters, according to a senior assistant editor at the Times of India.
A hub for sharing best practices, the event aims to forge solutions for financial sustainability, public media contracts, audience engagement, content innovation, and newsroom restructuring. It is also a moment for Vietnam’s media to accelerate its progress and figure out what the “revolutionary press” means in a new era.
From “Thanh nien”, Vietnam’s first revolutionary newspaper founded by Nguyen Ai Quoc (later President Ho Chi Minh) on June 21, 1925, the revolutionary press has remained devoted to its sacred missions -accompanying the nation, serving the Fatherland, and working for the people.
