Quang Ninh announces 2020 department, district competitiveness index

Quang Ninh (VNA) - The People’s Committee of the northernprovince of Quang Ninh announced its2020 Department and District Competitiveness Index (DDCI) on March 19.

Among localities,Cam Pha city secured top spot with 72.1 points, followed by Co To district with71.17 points. Mong Cai city and Quang Yen township were again among the toplocalities. Tien Yen district moved up to third place from ninth while Co Toisland district ranked second, up from the sixth.

Van Don and Hai Ha districts were at the bottom, with 24.22 pointsand 45.74 points, respectively.

In the department category, the Management Board of Economic Zones, theDepartment of Information and Communications, the provincial branch of theState Bank of Vietnam, the Customs Department, and the Tourism Department toppedthe list.

The Department of Finance, the Department of Construction, and the Police Department of Fire Prevention,Fighting, and Rescue all underperformed.

The business community in Ha Long city adopted the best corporate governance,with a score of 5.69 points. In Dam Ha district it displayed the best socialresponsibility, with 6.71 points, and the best innovation management, with 8.14points.

Vice Chairman of the provincial People’s Committee Bui Van Khang described the DDCIas a lodestar to improve the local business environment and an independentinformation source to compare with the Provincial Competitiveness Index releasedannually by the Vietnam Chamber of Commerce and Industry (VCCI).

He said the DDCI 2020 saw certain improvements on issues of concern forenterprises.

VCCI President Vu Tien Loc said Quang Ninh has affirmed its top priority of improvingadministrative procedures and the business environment. He also hailed itstireless efforts to maintain its position as one of the top localitiesnationwide in terms of the PCI and a trustworthy business destination.

The Quang Ninh DDCI 2020 polled nearly 2,080 businesses, cooperatives,and individual business households out of the total of 6,500, with over 12,500questionnaires sent out. The response rate was 36.2 percent, compared to just over30 percent in 2018 and 34.65 percent in 2019.

The gross regional domestic product (GRDP) of Quang Ninh was estimated at 10.05 percent in 2020 despite the adverse impact of COVID-19.

The province’s State budget collection is projected at 49.3 trillion VND (2.13 billion USD), surpassing the year’s target by 9.4 percent and up nearly 7 percent compared to the same period of 2019.

Budget collection from export-import activities surged by 29 percent against the estimates, while domestic collection fulfilled the set target with 37 trillion VND, rising 7 percent.

At its 21st session held on December 7 last year, the provincial People’s Council set an annual GRDP growth target of about 10 percent for the 2021 – 2025 period.

Over the past five years, Quang Ninh has experienced high and sustainable growth, with an average annual growth rate of 10.7 percent. Average GRDP per capita is estimated at 6,700 USD in 2020, two times higher than the country’s average figure.

It topped the Provincial Competitiveness Index (PCI) rankings for the third year in a row in 2019, according to the PCI 2019 report from the VCCI.

In addition to the PCI, Quang Ninh also led the country in the Public Administration Reform (PAR) Index for three consecutive years, in 2017, 2018, and 2019. The province has also been among the best performers in the Satisfaction Index of Public Administrative Services (SIPAS) for many years and rose to the top in 2019.
