President’s order to promulgate nine laws announced

Hanoi (VNA) –
The Presidential Office held apress conference in Hanoi on December 11 to announce the President’s order topromulgate nine laws which were adopted at the sixth session of the 14th National Assembly.

They include the Law on corruption preventionand combat, the Law on protection of State secrets, the Law on amnesty, the Lawon public security, the Law on Vietnam coast guard, the Law on amending andsupplementing some articles of 37 laws related to planning, the Law on tertiaryeducation, the Law on cultivation, and the Law on animal husbandry.

With 10 chapters and 96 articles, the Law oncorruption prevention and combat stipulates the expansion of anti-corruptionactivities to the non-State sector. 

An exclusive chapter was included to specify andpromote the role of the leaders in agencies, organisations and units in theanti-corruption effort.

The law will come into force from July 1, 2019.

The Law on protection of State secrets will takeeffect from July 1, 2020, with five chapters and 28 articles.

A progressive provision of the law isstipulating the term of the protection of State secrets from 10 to 30 years toensure the citizens’ right of accessing information.

The Law on amnesty will be enacted from July 1, 2019. It consists of six chapters with39 articles stipulating the procedures of implementing amnesty as well asrequirements of those who are offered pardon and the rights and obligations ofamnesty recipients.

The law also prescribes the provision of amnestyin special cases and the responsibilities of agencies and organisations in thefield.

The Law on Vietnam coast guard defines the roleand position of Vietnamese coast guards as the people’s armed forces andspecialised forces of the State, playing the core role in enforcing laws,protecting national security, and maintaining order and safety at sea.

It also stipulates the functions of Vietnamesecoast guards, including the consultation of the Minister of Defence on thepromulgation of policies and laws on national security protection andmaintenance of maritime order and safety; and the protection of nationalsovereignty, sovereign rights and jurisdiction in Vietnamese waters. 

The law also prescribes seven groups of tasksand 19 powers of Vietnamese coast guards, international cooperation, andcoordination activities.

It will come into force from July 1, 2019, witheight chapters and 41 articles.-VNA
