Hanoi (VNA) ♑– President To Lam attended a ceremony in Ho Chi Minh City on July 1 to make the debut of the security and order protection force at the grassroots level.
The force, established by local authorities on a voluntary basis of people, comprises part-time communal public security personnel, guards of residential areas, and wardens.
The event saw around 1,000 members from the force participate in a parade and live drills to demonstrate their capabilities in handling complex security and order situations.
In his speech, President Lam said the Law on Forces Participating in the Protection of Security and Order at the Grassroots Level officially took effect on July 1, meeting the practical and objective requirements for maintaining security and order at the grassroots level. It provides a comprehensive legal framework for managing and using these forces to support the commune-level public security force, enabling them to promptly and proactively address security and order issues.
He praised the municipal Party Committee, administration, public security, agencies, and mass organisations for their enforcement of the law and thorough preparations for establishing the force.
The State leader requested a focus on building the newly-established force to truly extend the reach of the People's Public Security force in serving the public, protecting the legitimate rights and interests and peaceful life of citizens, contributing to consolidating relations between the Party, the State and the people.
Attention should be paid to the effective recruitment, training and capacity building for the force, he said, adding that mechanisms should be put in place to attract capable and proactive youths to join the force and meet the requirements of the task in the new context.
The President stressed the need to continue building a clean, strong, regular, elite and modern People's Public Security force, especially exemplary communal-level police in security and order.
Party committees and authorities at all levels should spread effective models and the best practices in deploying the force in Ho Chi Minh City and nationwide, he said, adding that timely encouragement and rewards should be given to groups and individuals with outstanding achievements in performing their duties and in crime prevention and control.
Building on the past achievements, President Lam believed that the municipal Party Committee, administration and people will accomplish tasks for 2024 and beyond./.
