The Party Central Committee’s Politburo and Secretariat on June 19 considered and issued disciplinary measures against some violating Party organisations and members, including those of the Ministry of Finance.
Hanoi (VNA) - The Party Central Committee’s Politburo and Secretariat on June 19 considered and issued disciplinary measures against some violating Party organisations and members, including those of the Ministry of Finance.
They said the Party Civil Affairs Committee of the Finance Ministry for 2016-2021 has violated the principle of democratic centralism, Party regulations and working rules, failed to fully observe instructions of competent authorities, lacked responsibility, and showed loose leadership and direction. As a result, the ministry and some Party organisations and members violated the Party’s regulations and the State’s laws.
The committee has also failed to perform its functions and assigned tasks in consultation, the issuance of mechanisms and policies, and state management over the issuance and trading of privately placed corporate bonds, including those by enterprises under Van Thinh Phat Group and An Dong Group JSC; and over budget affairs related to the Advanced International JSC (AIC) and businesses in the AIC ecosystem.
Such violations and shortcomings have caused serious consequences which are difficult to remedy, and the risk of huge losses to the State budget as well as damage to bond investors, adversely affecting the business and investment environment and social order and safety, while stirring public outrage, and eroding the reputation of Party organisations and state management agencies.
Dinh Tien Dung, Secretary of the ministry's Party Civil Affairs Committee and Minister for 2016 – 2021, must bear the responsibility as the leader of the agency given many wrongdoings found at the ministry. Aware of his responsibility before the Party and people, Dung resigned from his positions.
The meeting also looked into the case of Nguyen Van Yen, deputy head of the Party Central Committee’s Commission for Internal Affairs; member of the Standing Board of the Party Committee of the Commission for Internal Affairs and Chairman of its Inspection Board.
The Politburo and the Secretariat concluded that Yen has shown a degradation in the political thought, morality and lifestyle, and violated Party regulations and laws on the protection of state secrets, declaration of assets and income, and marriage and family, and rules set for Party members.
They also mulled over violations and wrongdoings by Nguyen Dinh Kim, former member of the Party Committee of Binh Dinh province, and former Secretary of the Vinh Thanh district Party Committee.
The Politburo agreed to let Dung cease holding the membership of the Hanoi Party Committee and its Standing Board, and the posts of Secretary of the committee for 2020-2025 and head of the city delegation of deputies to the 15th National Assembly.
𒆙 It also decided to issue a warning against the Finance Ministry’s Party Civil Affairs Committee for 2016-2021, dismiss Yen from all his Party positions, and remove Kim from the Party./.
On behalf of the Party Central Committee, Party General Secretary Nguyen Phu Trong has signed off Regulation No. 37-QD/TW on the “things that Party members must not do”.
