Hanoi (VNA) – The outcomes of Prime Minister Pham Minh Chinh’s working trip to China for the Shanghai Cooperation Organisation (SCO) Summit 2025 and bilateral activities have highlighted Vietnam’s consistent policy of openness and readiness to cooperate with countries and international organisations for a better future.
During his 44-hour stay from arrival in Tianjin until departure, the Government leader engaged in an intensive and diverse agenda, covering both multilateral and bilateral activities.
Three proposals for SCO to contribute more to the world
Held in Tianjin under the theme “Global Governance Initiative”, the SCO Summit 2025 was the largest in the organisation’s 25-year history, bringing together leaders from 23 countries and 10 regional and international organisations.
As the first high-ranking Vietnamese leader to attend an SCO summit, PM Chinh delivered an important speech at the event, affirming the country’s high appreciation of the SCO’s role and its support for strengthening cooperation between the organisation and international and regional ones. He put forward three proposals for the SCO to make greater contributions to the international community, which are promoting multilateralism, solidarity and international cooperation to address both traditional and non-traditional security challenges; mobilising resources for development and strengthening global governance capacity towards sustainability; and consolidating trust, mutual understanding and win-win cooperation.
On the sidelines, the Vietnamese PM had meetings with leaders of Laos, Russia, Cambodia, Malaysia, India, Armenia, Nepal, the UN, ASEAN and others. At these meetings, he affirmed Vietnam's willingness to deepen relations with partners, while reiterating the nation’s strong commitment to multilateralism, a rules-based international order, the UN Charter, climate change response, and ASEAN solidarity. These interactions helped consolidate and further deepen Vietnam’s relations with partners across strategic infrastructure, agriculture, energy, nuclear power, digital and green transitions, among other fields.
Standing Deputy Foreign Minister Nguyen Minh Vu said partners valued Vietnam’s role and position and expressed their wish to intensify cooperation, agreeing on measures to advance bilateral ties with Vietnam in a more substantive manner.
Promoting Vietnam–China ties under “six major orientations”
In his bilateral programme with China, PM Chinh met with Party General Secretary and President Xi Jinping, and Chairman of the National Committee of the Chinese People's Political Consultative Conference Wang Huning. The two sides had in-depth discussions on bilateral relations, socialist development theory and practice, and reached many important common perceptions.
They agreed to promote bilateral relations under the “six major orientations”, with three key focuses – further effectively implementing joint statements, strengthening strategic exchanges and defence-security cooperation, and maintaining multilateral coordination to jointly address regional and global challenges. They agreed to advance Party-to-Party relations, expand comprehensive cooperation across sectors, and better connect the two economies, especially in railways, science-technology, and innovation. They also engaged in frank and sincere discussions on maritime issues, agreeing to seriously implement common perceptions of the two countries’ top leaders on better managing and addressing differences, thereby maintaining an enviroment of peace, cooperation and development in the region.
PM Chinh stated that Vietnam consistently considers developing relations with China an objective requirement, a strategic choice, and a top priority in its foreign policy. For their part, Chinese leaders stressed that Vietnam and China are neighbours, comrades and brothers who share a common future, and voiced support for Vietnam’s socialist path.
Concrete projects and cooperation
During his trip, the Vietnamese Government leader also worked with leading Chinese corporations to directly discuss specific projects and initiatives, aimed at effectively realising high-level common perceptions and agreements reached during recent visits by the two Parties’ General Secretaries.
An agreement was reached with the China Huadian Engineering Co., Ltd. – a subsidiary of China Huadian Corporation Ltd. (CHD) – on supporting Vietnam in building an energy ecosystem under a “1+1+1+N” model (one business entity in Vietnam, one research centre in Vietnam, one manufacturing base in Vietnam, and multiple cooperation and investment projects in the country).
Yadea Group Holdings Ltd. – a leading two-wheeler electric vehicle (EV) manufacturer whose products are distributed in more than 100 countries and territories, committed to developing an EV ecosystem in Vietnam, including hardware and software production, and charging station infrastructure. The company will also propose a programme to help Vietnamese citizens shift to EVs.
The Asian Infrastructure Investment Bank (AIIB) pledged to provide financing for Vietnam’s large-scale infrastructure projects, such as climate change adaptation, the Lao Cai – Hanoi – Hai Phong railway, and regional power grid connectivity with ASEAN countries.
Proud to be Vietnamese
Meeting with the Vietnamese community in China, PM Chinh underlined their important contributions to national achievements over the past 80 years, serving as a bridge of friendship and people-to-people exchanges with the host country, and contributing to the strong development of Vietnam–China relations.
