PM orders administrative procedure simplification

Hanoi (VNA) –
Prime Minister NguyenXuan Phuc requested all localities and sectors to continue simplifyingadministrative procedures while chairing a conference of the Government’sSteering Committee for Administrative Reform in Hanoi on February 21.

He ordered a reduction of unnecessary businessconditions and specialised inspections, along with a focus on refining legalinstitutions, revising outdated documents, and improving the quality andefficiency of law enforcement towards the socialist-oriented market economy.

The PM urged the Ministry of Justice to issue aset of criteria for monitoring and evaluating the efficiency of law enforcementof ministries, sectors, and localities.

According to reports at the conference, theMinistry of Home Affairs had provided consultation to the Government’s SteeringCommittee for Administrative Reform in compiling the Public AdministrationReform Index (PAR Index) and the Satisfaction Index of Public AdministrationServices (SIPAS) in 2017.

In the third quarter of 2018, the ministrycoordinated with relevant agencies to conduct a survey on over 30,000 individualsand businesspeople to serve the determination of the SIPAS in 2018.

At present, 39 localities have built provincialpublic administration centres to handle such procedures for their communities.

The SteeringCommittee for Administrative Reform has assisted the Government in issuingdecrees on the functions, tasks, power and organisation of 18 ministries, fourministerial-level agencies and six agencies under the Government. The work hascontributed to streamlining the apparatus of many ministries, and reduced40,500 persons on the payroll.–VNA
