Hanoi (VNA) - The Minister of Industry and Trade has approved a programme to promote the domestic market, stimulate consumption and accelerate the campaign of Vietnamese people prioritising Vietnamese goods for the 2025–2027 period, with an emphasis on optimising artificial intelligence (AI) in the Vietnamese goods supply-consumption system.

The programme aims to modernise and sustainably develop the domestic market, supporting local production and boosting consumption of Vietnamese products through nationwide campaigns and promotional activities.

This year, retail sales and consumer service revenue are expected to grow 10.5–12%, contributing to an overall economic growth target of 8.3–8.5%. Over 50,000 businesses and 15 million consumers will benefit from these efforts. Between 2026 and 2027, focus will shift to medium-term solutions including institutional improvements, modern commercial infrastructure, digital transformation, and building a sustainable trade ecosystem.

Key priorities include developing distinctly Vietnamese retail chains, smart markets, digitalised logistics, and modern business-to-business agricultural trading platforms.

The programme will also ensure a steady supply of essential goods to prevent shortages and price spikes, helping to keep inflation under the government’s 4.5% target, especially during year-end and Lunar New Year periods.

From 2026 to 2027, the programme plans to establish a platform for domestic market development emphasising modernity, sustainability, inclusiveness, and international integration. This includes nationwide modern commercial infrastructure, unique retail distribution models, and an ecosystem featuring smart markets, advanced retail chains, and digital logistics powered by AI and big data.

Cross-border commercial infrastructure will be connected to elevate Vietnam’s retail sector to a top-10 global position, according to the Kearney Global Retail Index. Innovation driven by science, technology, skilled human resources, and digital transformation aims to boost productivity, quality, and competitiveness across industries.

Technological applications include AI, Big Data, IoT, and integrated data from statistics, retail, production, and logistics. Enterprises will use dashboards for flexible production and inventory management, ensuring robust data security. These technologies optimise delivery time, reduce costs, and link economic regions, agricultural logistics, and industrial zones for smooth nationwide and international transport.

The programme also promotes digital commerce transformation with increased cashless transactions and smart retail models featuring customer relationship management and warehouse management systems aligned with international governance standards.

Tools such as RFID/NFC, AI-powered cameras and boxes, cashier-less payments, automated attendance, and customer behaviour analysis will support personalised marketing. Transparency and traceability technology, including QR codes with anti-counterfeiting, blockchain, and encrypted data, will help monitor product quality, combat counterfeits, and integrate consumer feedback systems.

Businesses, especially e-commerce platforms and Vietnamese retail chains, are encouraged to invest in user data analytics (Big Data, AI) for targeted promotions based on shopping history, location, and demographics, and to forecast trends for agile product adaptation.

The MoIT will collaborate with the Ministry of Science and Technology and industry associations to train small and medium enterprises on data analytics for proactive production management.

Between 2025 and 2027, “Hang Viet” (Vietnamese goods) mobile app will be developed to help consumers quickly find certified Vietnamese products, rate and rank them for transparency, and receive notifications on promotions and discounts./.
