North-South Expressway to be operated via smart traffic system

Hanoi,August 19 (VNA) - The North-South Expressway will be equipped with a smarttraffic system when put into operation to ensure efficient management andoperation of vehicles, according to the Ministry of Transport.

Theministry recently asked relevant offices to install the intelligenttraffic system (ITS) and a toll collection system for some sections of theexpressway in the east.

Forfive sub-projects invested in the form of public-private partnership (PPP), theMinistry of Transport assigned its Public-Private Partnership Department toconsult the ministry on plans for management and operation as well as for installingthe terminal equipment and selecting toll collection service providers toimplement automatic non-stop toll collection.

Theministry requested the project management boards review all technical designdossiers and cost estimates of the ITS to promptly update and proposeadjustments, said the ministry’s leader.

Forthree projects of Mai Son-Highway 45, Vinh Hao-Phan Thiet, and Phan Thiet-DauGiay which changed the mode of investment from the PPP to using the Statebudget, the ministry requires the Project Management Board No. 6 to promptlyhand over all documents related to the ITS to the Project Management No. 7 andThang Long Project Management Board.

Inaddition, the Project Management No. 7 was asked to propose and report to theministry the plan of investing in software for the ITS and toll collectionsystem for the three projects and gradually for all projects of the easternexpressway.

Theministry’s Science and Technology Department is in charge of reviewing andgiving consultancy during the process of implementing the ITS and the automaticnon-stop toll collection.

Theministry requested the Directorate for Roads of Vietnam (DRVN) to proposeprojects on the operation and management for the ITS system and tollcollection, and construction of the regional operating centres for the sectionsof the expressway in the east and others in 2021-2025.

TheDRVN will also determine plans to recover capital and repay the State budgetfor the projects using State funds.

TheNorth-South Expressway is set to have a total length of 1,811km, connecting Hanoiand southern Can Tho city.

Theeastern North-South expressway project includes 11 sub-projects with a totallength of 654km running through 13 provinces and cities. 

The11 sub-projects are estimated to cost a total of 118 trillion VND (5.04 billionUSD), including 55 trillion VND (2.35 billion USD) in State capital in threepublic investment projects, and counterpart funds for the other eightprojects./.
