New rules for Party members set up to enhance Party discipline

Hanoi (VNA) – Onbehalf of the Party Central Committee, Party General Secretary Nguyen Phu Tronghas signed off Regulation No. 37-QD/TW on the “things that Party members mustnot do”.

The regulation, replacingRegulation No. 47-QD/TW issued on November 1, 2011, aims to enhance disciplinein the Party; maintain the political quality, revolutionary ethics, andpioneering and exemplary role of Party members; and improve the leadership andcombatant capacity of Party organisations.

It features 19 things thatmembers of the Communist Party of Vietnam are banned from doing.

In particular, Article 1states that Party members must not say, write, act counter to, or refuse to followthe Party’s Political Platform and Statutes, as well as resolutions,directives, conclusions, regulations, rules, and decisions of the Party. Theymust not do things that are forbidden by laws.

According to Article 3, Partymembers must not refute, negate, or distort the Marxism - Leninism and Ho ChiMinh’s ideology; ignore the responsibility of setting good examples; pursueindividualism, opportunism, or self-interest; show peremptory, arbitrariness,bureaucracy; or keep distance from the masses, among others.

Article 9 stresses that Partymembers must not make dishonest reports or declarations on personal history,asset, and income; use fake or illegal diplomas, degrees, and certificates;seek foreign nationalities, transfer money and assets abroad, open accounts orbuy/sell assets abroad that run counter to regulations.

Regarding corruptionprevention, Article 14 demands Party members not commit embezzlement; give,receive, or broker bribes; take advantage of their positions to broker briberyor bribe in any form; organise, participate in, or create conditions for moneylaundering or illegal borrowing and lending.

The Party Central Committee’sInspection Commission is tasked with guiding the enforcement of this regulationand helping the Party Central Committee, the Politburo, and the Secretariat toexamine and monitor the implementation.

Any Party member violatingthis regulations will be handled in a strict, precise, and timely manner, inconformity with the Party’s rules and the State’s laws./.
