NA issues resolution on discipline against Vu Huy Hoang

The National Assembly Standing Committee has issued Resolution No. 344/NQ-UBTVQH14 on disciplinary measures against Vu Huy Hoang, who served as minister of industry and trade in the 2011-2016 tenure.

Hanoi (VNA) – TheNational Assembly Standing Committee has issued Resolution No. 344/NQ-UBTVQH14 on disciplinarymeasures against Vu Huy Hoang,who served as minister of industry and trade in the 2011-2016 tenure.

The resolution said Hoang committedviolations of regulations on personnel work during his tenure.

The NA Standing Committee assigned the PrimeMinister to mete out punishment on Hoang for his violations.

The committee also assigned the Government toquickly consider and submit to the National Assembly proposals on thepromulgation of a new law or adjustments and supplements to the existing law onpublic officials and civil servants, thus laying the legal foundation for thefair and strict punishment of law violations committed by public officials andcivil servants even after they retire or move to other jobs outside the Stateapparatus.

Last November, the PartyCentral Committee’s Secretary also took disciplinary actions against Hoang,dismissing him from the position as Secretary of the Party Delegation duringthe time. 

According to the conclusions of the CentralCommittee’s Inspection Commission, Vu Huy Hoang personally showed a lack ofgood example and had self-interested behaviour when receiving and appointinghis son Vu Quang Hai as an inspector of the Vietnam National TobaccoCorporation (Vinataba), and allowing him to join the Board of Directors andtake the position of Deputy General Director of the SaigonBeer-Alcohol-Beverage Company (Sabeco). 

Hoang also violated theParty Central Committee’s regulations on not-to-dos by Party members, the Lawon Corruption Prevention and Control, and the Secretariat’s regulations onofficials and Party members’ responsibility for showing good examples.  

He did not follow the Partyand State law on principles, procedures and criteria in personnel work whileincorrectly directing and implementing the working regulations of the PartyDelegation in presenting the Hero of Labour title to the PVC and rewarding thethird-class Labour Order to Dang Vu Ngoan, rector of the Ho Chi Minh CityUniversity of Food Industry. 

He also loosenedexamination of some of the ministry's units, allowing them to break regulationson personnel recruitment, reception, evaluation, and appointment. 
He was also found guilty of violatingthe Party and State’s regulations on reception and appointment of Trinh XuanThanh as Deputy Chief of Office and Head of Representative Office of the Ministryin Da Nang, and Chief of Office of the Party Delegation to the Ministry. 

Albeit learning of Thanh’s violations andineligibility, he still agreed with the Party Committee of Hau Giang province’sproposal to move Thanh to work in Hau Giang for the appointment of him as ViceChairman of the provincial Party Committee for 2011-2016. Hoang asked theprovincial Party Committee to make it easier for Thanh to join its standingcommittee, which was not under his authority. Before that, the former ministermade dishonest reports about PVC’s activities and Thanh. 

Hoang also infringed principles, process,procedures and criteria when it came to personnel appraisal, planning, andapproval of deputy minister post for Thanh and several other individuals. 

The violations and shortcomings of the PartyDelegation to the Ministry of Industry and Trade and Hoang have caused seriousconsequences, hurting the prestige of the Party, State, the ministry andhimself, while sparking grave concern for the public.-VNA
