He delivered the message at the Shanghai Cooperation Organisation (SCO) Summit on September 1 in Tianjin, China, marking the first time a high-ranking Vietnamese leader had spoken at such a gathering.
- Prime Minister Pham Minh Chinh on September 1 held separate meetings with Mongolian President Ukhnaagiin Khurelsukh, Pakistani Prime Minister Shehbaz Sharif, Kyrgyz President Sadyr Japarov, and Shanghai Cooperation Organisation (SCO) Secretary-General Nurlan Yermekbayev, on the sidelines of the SCO Summit in Tianjin, China.
At the meetings, the leaders of the countries and international organisations spoke highly of the first-time attendance of a high-ranking Vietnamese leader at the summit, voiced their desire to step up multifaceted cooperation with Vietnam, and expressed admiration for the nation’s socio-economic achievements, believing it will successfully realise its major development goals.
- Prime Minister Pham Minh Chinh on September 1 met with Russian President Vladimir Putin in Tianjin, part of his trip to China to attend the 2025 Shanghai Cooperation Organisation (SCO) Summit and engage in other activities there.
At the meeting, the PM conveyed warm greetings from Party General Secretary To Lam, State President Luong Cuong, and other Vietnamese Party and State leaders to President Putin.
- Prime Minister Pham Minh Chinh had a meeting with General Secretary of the Lao People’s Revolutionary Party (LPRP) and President of Laos Thongloun Sisoulith on September 1 on the sidelines of the Shanghai Cooperation Organisation (SCO) Summit 2025 in Tianjin, China.
The PM stated that the upcoming presence of LPRP General Secretary and President of Laos Thongloun Sisoulith, together with the high-level Lao delegation, at Vietnam’s celebration of the 80th anniversary of the August Revolution and National Day on September 2 demonstrates the deep-rooted solidarity and loyal friendship between the two countries.
- State President Luong Cuong on September 1 stressed that the Party, State, and people of Vietnam always treasure and remember the solidarity and wholehearted support that Cuba gave Vietnam during its past struggle for national liberation and reunification, as well as in the ongoing process of national construction and defence.
Addressing a grand meeting in Hanoi to celebrate the 65th anniversary of diplomatic relations between Vietnam and Cuba (December 2, 1960–2025), the President underlined that Vietnam’s solidarity with Cuba comes from the heart and is deeply rooted in the thinking of every Vietnamese.
- State President Luong Cuong on September 1 hosted a reception for Zhao Leji, member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee and Chairman of the Standing Committee of the National People’s Congress (NPC) of China, who is on an official visit to Vietnam to attend celebrations of the 80th anniversary of the August Revolution and National Day (September 2), and to co-chair the first meeting of the cooperation committee between the Vietnamese National Assembly (NA) and the NPC.

The Politburo’s Resolution No. 59-NQ/TW on international integration in the new context marks an important milestone in Vietnam’s integration journey, reaffirming that global engagement is a strategic engine driving the nation into a new era, stated Acting Minister of Foreign Affairs Le Hoai Trung while addressing a national conference on September 16 to implement key Politburo’s resolution, including Resolution 59.
