Ministry proposes salary policy reforms after 2023
The Ministry of Home Affairs has proposed the Government build a plan for salary reforms, in which the lowest wage in the public sector will be increased to the regional minimum wage of employees at enterprises.
Hanoi (VNA) - The Ministry of Home Affairs has proposed the Governmentbuild a plan for salary reforms, in which the lowest wage in the public sectorwill be increased to the regional minimum wage of employees at enterprises.
Minister Pham Thi Thanh Tra recently reported to theNational Assembly the result of the implementation of the Resolution on questioningactivities at the fourth plenary session of the 15th National Assembly.
Specifically, the ministry asked related ministries andagencies to report the plan and result of the implementation of salary policyreforms in accordance with the Party Central Committee’s Resolution No.27 onSalary Policy Reforms for Officials, Public Servants, Armed Forces andEmployees at Enterprises, dated May 21, 2018.
To date, the ministry has received reports from 16 out of the 18ministries and agencies, to complete a report on implementationresults and a roadmap to carry out salary policy reforms.
In the report, the ministry also proposed to rearrangeallowances and restructure the ratio between basic salary andallowances and add reward funds.
During its fourth session held in November 2022, the 15th National Assembly approved a resolution on the state budget estimates for 2023 whichsaid the overall reform of the salary policy, which was identified in ResolutionNo. 27, won’t be carried out in 2023.
Meanwhile, the base salary for cadres, civil servants, andpublic employees will increase to 1.8 million VND (76.71 USD) per month from1.49 million VND per month from July 1, 2023. Retirement pensions and socialinsurance benefits for those covered by the state budget will be raised by12.5%. More financial aid will be provided for those retiring before 1995 andhaving low pensions, along with revolution contributors. Besides, spending onthe social security policies linked with the base salary will go up by 20.8%./.
A new decree raising the regional minimum wage of 6 percent for laborers has just been approved by Deputy Prime Minister Pham Binh Minh. The new regulation will come into effect on July 1.
