Hanoi (VNA) – DeputyPrime Minister and Foreign Minister Pham Binh Minh has sent a message to the SecondBerlin Climate and Security Conference which is held on June 24.

Thefollowing is the full text of the message.

“Climatechange is one of the biggest challenges of our times. Its increasingly complexand multi-faceted impacts threaten the very survival of many communities andeven entire countries. It can exacerbate instabilities and conflicts, endangeringregional and global peace and security.

No singlecountry can solve this alone. A global challenge like climate change requires aglobal response.

We mustall do our parts by implementing international climate agreements within the United NationsFramework Convention on Climate Change, especially the Kyoto Protocol and theParis Agreement, in which developed countries and major emitters must takethe lead in attaining emission reduction targets.

Supportto developing countries must be strengthened to effectively respond to climatechange, especially in terms of finance and technological transfer for climatechange adaptation and mitigation.

And,importantly, we need to focus on resolving root causes of conflicts, including poverty,social injustice, militarism, and disregard for international law. 

Vietnamis one of the countries most heavily affected by climate change. We support andjoin global efforts to respond to climate change and address its security implications,particularly in our current role as a non-permanent memberof the UN Security Council.

We lookforward to continuing close collaboration with partners around the world inthese endeavours to contribute to the ultimate goals of peace, security anddevelopment for all.
