HCM City (VNA) - Ho Chi Minh City has begun the implementation of far-reaching programmes t💖o push up the Provincial Governance and Public Administration Index (PAPI) and Provincial Competit🐈iveness Index (PCI).

These measures are set to reach all-level authorities by mid July in a bid to boost local living standards and the business climate.
The move follows negative 2015 index rankings, posted in early 2016. Last year, HCM City’s PAPI was ranked 47th out of 63 cities and provinces. Its 2015 PCI dropped from 4th place in 2014 to 6th place, pulling the southern hub out of the list of localities with “excellent performance.” Of the PAPI criteria, the “involvement of the grass roots” and “authorities’ accountability” were scored less than five out of ten points, while the “transparency” and “public corruption control” gained just slightly above five points. Meanwhile, a range of PCI criteria, including “markets participation,” “transparency” and “human resources training,” saw lower scores compared to 2014.
Tran Vinh Tuyen, Vice Chairman of the municipal People’s Committee, said the ultimate goal of the measures is not an immediate increase of PAPI and PCI rankings but the improvement of each criterion. It also looks to build an administration that works for the people and businesses whole-heartedly and for the smooth operation of all types of markets towards sharper competitiveness for the city’s economy.
