HCM City, Intel cooperate in training AI human resources

HCM City (VNA) – Chairman of the Ho Chi Minh City People’s Committee Nguyen Van Duoc expressed his hope that Intel Corporation would expand investment in the city, particularly in training high-tech engineers and human resources in th♏e fields of artificial intelligence (AI) and semiconductors.
At a working session on July 8 with Sarah Kemp, Vice President for International Government Affairs at Intel Corporation, he also expected that Intel Vietnam and the Saigon Hi-Tech Park (SHTP) would soon reach concrete agreements on cooperation in AI human resource development, tailored to practical needs and aimed at producing tangible, measurable outcomes. HCM City also hopes the corporation to replicate successes of Intel Vietnam and attract more high-tech investors to the southern metropolis, Duoc said.
The municipal leader praised Intel Vietnam’s contributions over the past two decades to the development of the city’s scientific and technological ecosystem and its broader socio-economic growth.
Sharing the city’s development vision, Duoc noted that following the mergence with Binh Duong and Ba Ria-Vung Tau provinces, HCM City gain a significantly larger development space and stronger regional connectivity. The city is poised to become a leading hub for economic growth, innovation, logistics, and finance both in Vietnam and in the region, opening up vast potential for cooperation with US partners in high-tech industries, education, clean energy, healthcare, and beyond.
For her part, Kemp congratulated the city on its strong development potential and voiced cautious optimism regarding the ongoing US-Vietnam tariff negotiations, expressing her hope that semiconductors and high-tech products would be included in the list of goods eligible for tariff exemptions or preferential treatment.
Praising Vietnam’s strategy for semiconductor and high-tech development, Kemp highlighted that Intel was among the first technology companies to implement public-private partnerships in AI human resource training in Vietnam. She affirmed Intel Vietnam’s readiness to support the training of municipal officials in AI application as well as to provide essential skill training for current and future professionals in the field.
Kemp further stated that Intel is committed to accompanying and assisting HCM City in developing transport infrastructure and exploring investment cooperation in renewable energy.

The company is also adopting Intel’s latest technologies in its local production. Over the past three months, it has started producing the company’s most advanced 18A semiconductor chips in Vietnam, providing the country with access to cutting-edge technology and enhancing the quality of its tech workforce.
Nguyen Ky Phung, Head of the SHTP Management Board, emphasised the fruitful relationship between the SHTP and Intel Vietnam. He said Intel’s AI training programme in HCM City currently targets public employees and graduates with a need for AI application skills.
A joint working group has been established to develop a cooperation framework and training content, under which Intel Vietnam will provide training materials while the SHTP will recruit and organise the target trainees, he said./.
CATI-VLM is an AI model for document reading that has already claimed a spot among the world’s elite, ranking first in Vietnam and among the top 12 globally in the Document Visual Question Answering (DocVQA) category of the Robust Reading Competition (RRC) in June 2025.
The move aims at establishing a comprehensive, autonomous, and human-centric AI ecosystem, positioning Vietnam as a powerhouse in AI research, development, and application in the region and the world.
Developed by Intel, “AI for All” is a self-paced online learning programme tailored for everyone - from students and office workers to parents and senior citizens.
With the ambition to become a leading startup and innovation hub in Vietnam and Southeast Asia by 2030, Da Nang has implemented a range of incentives and actively promoted investment in its innovation ecosystem.
Showcased technologies include AI, IoT, Big Data, drones, robotics, Holobox, and sector-specific solutions such as EdTech, AgriTech, FinTech, and cybersecurity. A dedicated zone for startups also forms part of the exhibition.
According to the Law on Digital Technology Industry, the incentives include full corporate income tax exemption for the first two years and 50 % reduction in the four following years, as well as land rent waivers for three years.
The fund plans to assist Can Tho through a comprehensive set of initiatives such as the “Digital Transformation for All” programme to promote digital literacy; AI training for public officials and businesses; startup incubation and co-investment; and financial support for AI research and innovation. Additional support includes providing free working spaces for AI developers and formulating a region-specific AI strategy.
Amid growing global demand, fragile supply chains and intensifying geopolitical conflicts, Vietnam is rapidly emerging as one of the most promising players in the global semiconductor landscape, a seminar heard in Ho Chi Minh City on July 2.
Key areas eligible for PPPs include high and strategic technologies; infrastructure for the research, development, and application of high and strategic technologies; and digital infrastructure supporting the digital economy, digital society, and digital government.
During the visit, the parties exchanged ideas on high-tech material solutions and technologies that could be applied to national strategic transport infrastructure projects, particularly the North–South high-speed railway project.

In addition, the decree encourages the development of research centres focused on data science and innovation in areas such as artificial intelligence (AI), cloud computing, blockchain, data communications, the Internet of Things (IoT), big data, and other advanced technologies in order to build, develop, protect, manage, process, and utilise data effectively.
The Ministry of Science and Technology (MoST) on June 30 officially launched the Vietnam Science and Technology Exchange, and outlined its future development direction.
