Hanoi moves towards enhanced criteria for new-style rural area development

Hanoi (VNA) - Hanoi takes agriculture and new-style ruraldevelopment as a key task during the 2020-2025 period, but with higher criteriato meet, standing Vice Secretary of the municipal Party Committee Ngo Thi ThanhHang has said.

During a meeting held recently in the capital, Hang said that Hanoi targetsbuilding new-style rural areas in all districts and communes, 40 percent ofenhanced-criteria rural communes, and 20 percent of model rural communes, whileturning five suburban districts into urban districts.

Director of the municipal Department of Agriculture and RuralDevelopment Chu Phu My said Hanoi’s six districts have been recognised asnew-style rural areas by the Prime Minister, together with 355 communes, or92.9 percent of the total, and 13 others that meet enhanced criteria for new-stylerural area development.

Material and spiritual lives have continued improving, with annual averageper capita income standing at 51.5 million VND in 2019. Public health care hasalso seen progress, with 88.3 percent of the population covered healthinsurance as of late 2019. The rate of the poor households in rural areas hasbeen reduced to 0.69 percent.

Additionally, Hanoi’s products in the “One Commune, One Product” (OCOP) programmehave gradually been favoured by consumers at home and abroad.

Director of the Vietnam National University of Agriculture (VNUA), ProfessorNguyen Thi Lan said the university has prepared a strategy on high-qualityhuman resources development, science and technology, institutions, and policiesfor agriculture and rural development. It has also devised a framework for the2021-2025 period with orientations to 2026-2030 and vision to 2050 forProgramme No 02 to be implemented in a green, safe and sustainable manner.

Regarding the implementation of a pilot scheme on Hanoi’s model ruralcommune development, Chairwoman of the Hanoi Association for Intellectual WomenBui Thi An said the association has prepared a plan to realise the scheme inDan Phuong commune in Dan Phuong district and in Hong Van commune of Thuong Tindistrict.

The scheme looks to sustainable rural development, improving the materialand spiritual lives of rural residents, developing the socio-economy andscience-technology, and maintaining cultural identity.

Permanent deputy chief of the Hanoi Office of New Rural DevelopmentProgramme Coordination Nguyen Van Chi said the municipal department has deviseda draft plan to hold a seminar on linking farmers, the State, scientists, andbusinesses together to treat waste from households, farming, craft villages, andrural areas in the city.

The seminar is scheduled for late September and will review the current situation,introduce technological advances in environmental treatment, and suggestmeasures to ensure efficiency in efforts by various sectors.

Hang asked units to strive to fulfil the goal of having 1,000 OCOPproducts in the near future, achieving the 4.12 percent growth in agriculture, andhaving at least four more districts meeting criteria for new-style rural areabuilding as well as 13 communes securing the status, raising the total to 368out of the 382 communes, or 96.6 percent. An additional 10 communes areexpected to meet the enhanced criteria, bringing the total to 23.

In the pilot scheme on building model new-style rural areas in thecapital, Hang assigned the Hanoi Association for Intellectual Women to suggestmore measures and policies regarding human resources. The draft scheme must be submittedto departments and agencies for feedback before being sent to the municipalPeople’s Committee for approval.

As for scientific research for the implementation of the municipal PartyCommittee’s Programme No 02 for the 2020-2025 period, the municipal Departmentof Agriculture and Rural Development was urged to work closely with VNUA. Researchmust take into consideration orientations in the city’s planning and hi-techagriculture, thus laying the groundwork for the municipal Party Committee tocarry out the programme./.
