Food exporters to China asked to make urgent registration

The Vietnam Sanitary and Phytosanitary Notification Authority and Enquiry Point (SPS Vietnam Office) on October 21 sent a document to People’s Committees of centrally-run cities and provinces, the Vietnam Food Administration and the Ministry of Industry and Trade’s Department of Science and Technology requesting urgent registration of food producers and exporters to China.

Hanoi (VNA)𝓡 – The Vietnam Sanitary and Phytosanitary NotificationAuthority and Enquiry Point (SPS Vietnam Office) on October 21 sent a documentto People’s Committees of centrally-run cities and provinces, the Vietnam FoodAdministration and the Ministry of Industry and Trade’s Department of Scienceand Technology requesting urgent registration of food producers and exportersto China.

The registration is required to comply with the General Administration of China Customs ofChina (GACC)’s Decree 248 on the Registration and Administration of Overseas Producers of Imported Food, which will take effect on January 1, 2022, and theGACC Bureau of Import and Export Food Safety’s Decree 353/2021 onguidelines for registration of foreign firms. Accordingly, food producers and exporters to China must submitregistration dossiers to State management agencies on food safety before October 26. The Ministry of Agriculture and Rural Development’s PlantProtection Department, Animal Health Department, and NationalAgro-Forestry-Fisheries Quality Assurance Department are responsible for guiding enterprises, receivingand checking registration dossiers, and conducting the registration of eligible enterprises with the GACC before October 30./.

Under a draft to amend and supplement the Government's Decree 125/2020/ND-CP on administrative sanctions for violations of tax and invoice regulations, the Ministry of Finance has proposed classifying the failure to issue invoices into five different levels. Infraction levels will correspond to fines of 1 million VND to 80 million VND, depending on the nature and number of invoicing violations.
