Vietnamese Ambassador to India Nguyen Thanh Hai handed over a telegram of congratulations from General Secretary of the CPV Central Committee To Lam to M.A. Baby on the occasion of his election as General Secretary of the CPI-M at the party’s 24th congress in early April.
