5.5 million rural labourers to access vocational training by 2020

Hanoi (VNA) – The Ministry of Agriculture andRural Development (MARD) aims to give vocational training to 5.5 million rurallabourers in the 2016-2020 period, with 1.4 million to be trained in agricultureand the remaining in other occupations.

Of the total, 3.84 million labourers will receiveunder-three-month training, with an aim of at least 80 percent of them findingnew jobs or increasing productivity and income from their existing jobs, said MARDMinister Dao Ngoc Dung at a conference in Hanoi on March 23.

The programme will require total investment of 12.6 trillionVND (552.76 million USD), of which 7.74 trillion VND (339.5 million USD) is tobe sourced from the State budget, 3.4 trillion VND (149.1 million USD) willcome from local budget and over 1.45 trillion VND (63.6 million USD) from othersources, he said.

The major objectives of the project is to enhance qualityand effectiveness of vocational training to raise income for rural labourers,focusing on training in non-agricultural occupations, thus enabling trainees towork in industry, handicraft and service sectors.

Minister Dung also stressed the importance of matching thetraining with the conditions and existing production models in each area.

Meanwhile, Ma Quang Trung, head of the MARD’s Department ofCooperative Economy, said that in 2016, positive changes were seen invocational training for labourers in rural areas.

During 2010-2016, over 5 million rural labourers attended vocationaltraining courses, with 40 percent of them enrolled in agricultural courses. Afterreceiving training, 80 percent of labourers found new jobs or continued theirjobs but with higher productivity and income, he said.

Vice Chairman of the People’s Committee of northernmountainous Cao Bang province reported that the locality faces manydifficulties in vocational training to farmers due to a large ethnic minority populationwith backward production practices and poor infrastructure system.

Thao said that the province has chosen 27 occupations suitablefor the locality’s conditions, focusing on breeding and cultivation inassociation with processing.

The province has also called for stronger engagement of businesses’investment in the field, he said.

Last year, Cao Bang gave vocational training to over 1,000labourers, he noted, adding that in 2017-2020, the province will strive totrain more than 4,000 labourers each year.-VNA
